I hope this helps you . If you want to compare two DateTime instances, but ignore their time component, you should use the DateTime.Date property, e.g:
code :
if (date1.Date = date2.Date) then

I wish did fix the issue. If you want to use a specific time then you can just enter the actual time:
code :
echo date('D, d M Y 00:00:00', strototime($date));

I wish this helpful for you Ok, I found it. It depends on milliseconds. Sometimes difference would be 1 day and a few milliseconds. Sometimes, those few milliseconds will go to the other side, so difference would be 23 h 59 min 59 sec 78 milliseconds (for example). This is displayed as 0 days!
To see it, just remove .Hours from your example and try to replicate it.
code :
    New-TimeSpan -Start (get-date $x -hour 0 -minute 0 -second 0).AddDays(89) -End (get-date -hour 0 -minute 0 -second 0)

Days              : 0
Hours             : 23
Minutes           : 59
Seconds           : 59
Milliseconds      : 78
Ticks             : 863990781260
TotalDays         : 0.999989330162037
TotalHours        : 23.9997439238889
TotalMinutes      : 1439.98463543333
TotalSeconds      : 86399.078126
TotalMilliseconds : 86399078.126

To fix the issue you can do ifelse returns a numeric because it strips class information. Just wrap the whole thing in another as.Date():
code :
y %>%
  mutate(middays=as.Date(ifelse(as.numeric(format(value,"%H")) >= 12,
                        as.Date(value),
                        as.Date(value)-1),origin="1970-01-01"))
y %>%
  mutate(middays=if_else(as.numeric(format(value,"%H")) >= 12,
                        as.Date(value),
                        as.Date(value)-1))

## A tibble: 1 × 2
#                value    middays
#               <dttm>     <date>
#1 2017-09-21 08:28:05 2017-09-19

like below fixes the issue This will happen if the value isn't a date (eg. February 29th isn't coming this year). You can test this with IsDate before setting the typed variable.
Another way would be using DateDiff, but you'd likely end up with the same problem there.
code :
Sub Test()
    Dim s As String
    Dim d As Date

    s = "12/12/2017"
    d = CDate(s)
End Sub

I hope this helps . If I understand correctly, you want to assign sessions based on a gap of an hour in the timestamps.
This is easily done with window functions:
code :
select t.*,
       sum(case when timestamp < dateadd(hour, 1, prev_timestamp) then 0
                else 1
           end) over (partition by user_id order by timestamp) as session_number
from (select t.*, lag(timestamp) over (partition by user_id order by timestamp) as prev_timestamp
      from t
     ) t;
