will help you Yes, you can use Sql Server 2014 Express to develop for Sql Server 2014 Standard or Sql Server 2014 Enterprise.
Note that Sql Server 2014 Express won't let you use any of the features in Sql Server Enterprise Edition, though. If you want any of those features, you'll also want Sql Server Developer Edition (only costs about $50). However, if your organization has several applications that run on Sql Server, or large (100GB+) databases in Sql Server, they may still get value from choosing Enterprise Edition, even if you only have Express Edition to develop with.

how to use my version of zend framework included with project instead of installed version on server

Hope that helps how to make the project use the zend framework included in the library folder instead of using the installed version on the server . because sometimes the version on server is lower than the one used in the development!! is there a way to force it to use library in library directory?? , Just put in before the server's path in include_path.
code :
set_include_path(implode(PATH_SEPARATOR, array(
    '/my/path/to/zf',
    get_include_path(),
);

I wish this help you Is it possible to configure SBT to use a completely different library version when cross building, depending on the scala version the project is being built with? , Something like this should work:
code :
libraryDependencies <+= scalaVersion(scalatestDependency(_))

def scalatestDependency(scalaVersion: String) = scalaVersion match {
  case "2.9.2" => "org.scalatest" % "scalatest_2.9.2" % "2.0.M5" % "test"
  case "2.10.0" => "org.scalatest" % "scalatest_2.10.0-RC5" % "2.0.M5-B1" % "test"
}

I think the issue was by ths following , Regarding the project type:
Web Sites is basically a stripped-down cloud service that takes a lot of work off your shoulders – basically you have less options as a developer, but profit from a simpler programming model. You can't do everything you can do with a cloud service, but if your app doesn't need anything that Web Sites can't provide, you'll likely be better off choosing this.

wish help you to fix your issue angular-cli v1.0.0 uses angular ^4.0.0 and there is no option to change it.
But it seems like v1.0.0-rc.4 uses ^2.4.0 by default. And it seems there is an option ng new --ng4 to use angular4.

I hope this helps you . Latest version of SSDT is 15.9, maybe updating will resolve? SQL Server 2012 support was temporarily removed in 15.8 though.
