How to provide dates in a culture-agnostic way to MS Access OleDb Command?

How to provide dates in a culture-agnostic way to MS Access OleDb Command?

help you fix your problem Try setting you date variable to a non culture specific date format, so YYYY/MM/DD e.g. 2014/12/01
If date is a C# DateTime object, you'll need to call:
code :
date.ToString("yyyy/MM/dd", CultureInfo.InvariantCulture);
cmd = new OleDbCommand("SELECT MIN([Vch No]) FROM [" + group + "] WHERE [Entry Date]=#" +
date.ToString("yyyy/MM/dd", CultureInfo.InvariantCulture) +
"#", conn);
long Vch = long.Parse(cmd.ExecuteScalar().ToString()) - 1;
cmd = new OleDbCommand("SELECT MIN([Vch No]) FROM [@pGroup] WHERE [Entry Date]=@pDate", conn);
cmd.Parameters.Add("@pGroup", OleDbType.NVarChar).Value = group;
cmd.Parameters.Add("@pDate", OleDbType.DateTime).Value = date;
long Vch = long.Parse(cmd.ExecuteScalar().ToString()) - 1;

I hope this helps . Great answers + comments here and here. Thx all. Combining both into one answer, providing two options with tradeoffs in POSIX-shell-required vs no-POSIX-shell-required contexts:
POSIX shell available: use $$ General cmdline: employ cut -d ' ' -f 4 /proc/self/stat

may help you . A Partitioned View is something I had no experience with prior to this question. Using the definition provided in the linked article, I came up with this schema and a sample insert to verify I knew I was doing.
I rolled the transaction back so I had no data in my dbo.Year1998Sales view. I then created a new SSIS package. The fact that I used SSIS for SQL Server 2012 will have no bearing on the results, the configuration will be the same.
code :
SELECT
    D.number AS OrderId
,   D.number * 100 AS CustomerID
,   DATEADD(D, d.number % 365, '1998-01-01') AS OrderDate
,   1+ (D.number % 12) AS OrderMonth
,   DATEADD(mm, (D.number % 12), '1998-01-01') AS DeliveryDate
FROM
(
    SELECT
        ROW_NUMBER() OVER (ORDER BY (SELECT NULL)) -1 AS some_number
    FROM
        master.dbo.spt_values AS SV
) D (number)
ORDER BY D.number ASC;

this one helps. Your parameters are not in the correct order. These 2 loops should be switched in the order they appear in the code.
This matters, the OleDbCommand does not use named parameters. They are ordinal based on the position they occur in the sql statement.
code :
// should occur 2nd
foreach (var whereParameter in whereParameterizer.GetParameters())
{
    whereBuilder.Append($" and {whereParameter.ParameterName} = @{whereParameter.ParameterName}");
    parameterList.Add(whereParameter);
}

// should occur 1st
foreach (var updateParameter in updateParameterizer.GetParameters())
{
    updateBuilder.Append($", {updateParameter.ParameterName} = @{updateParameter.ParameterName}");
    parameterList.Add(updateParameter);
}

like below fixes the issue The OUTPUT INSERTED is not a valid syntax for Jet Sql (the sql engine for Microsoft Access) and also SCOPE_IDENTITY() is not understood as well. Also Jet doesn't support batch statements. So you need to send two different commands to the engine.
code :
int PrimaryKey;
using (OleDbConnection Connection = new OleDbConnection(CONNECTION_STRING))
{
  Connection.Open();

  OleDbCommand Command = new OleDbCommand();
  Command.Connection = Connection;
  Command.CommandText = @"INSERT INTO Table1
                          (JobNumber, ItemNumber)
                          VALUES (@jobnumber, @itemnumber)";

  Command.Parameters.AddRange(new OleDbParameter[]
  {
    new OleDbParameter("@jobnumber", JobNumber),
    new OleDbParameter("@itemnumber", ItemNumber)
  });
  Command.ExecuteNonQuery();

  // Send the next command
  Command.Parameters.Clear();
  Command.CommandText = "SELECT @@IDENTITY";
  PrimaryKey = Convert.ToInt32(Command.ExecuteScalar());
}
