Hope that helps I think the main problem is in your aspx html code were you are setting the ReadOnly Property.
I suggest you should remove that, and make the change as given below.

 <asp:TextBox ID="txtdateofbirth" CssClass="form-control" runat="server" ValidationGroup="AddNew" Enabled="true"></asp:TextBox>
cmd1.Parameters.Add("@dob", SqlDbType.DateTime).Value = Convert.ToDateTime(txtdateofbirth.Text);

it fixes the issue You could include the time in your format as it seems the string you are trying to parse contains the time:

var format = "dd/MM/yyyy hh:mm:ss";

should help you out what value you have in this field txtdate.Text May be it's causing a problem.

I hope this helps . The DateTime object provides three overload of ParseExact() method. You could try using the following overload to converts the specified string to its DateTime equivalent using the specified array of formats:

With these it helps I don't think the problem is with your C# code, the columns which contain date format yyyymmddhhmmss should be of type string, where they are now treated as a number. This problem arises from the program you are saving the CSV file (for example excel or google spreadsheets) you need to change the column data type to string (as it is now automatically detected as a number).
