seems to work fine In general (but apparently not on Windows Phone), the way to do this is to simply use the correct encoding from the get-go:

Hope that helps VCF is encoded in utf-8 as demanded by the spec in chapter 3.4. You need to take this seriously, the format would be utterly useless if that wasn't cast in stone. If you are seeing some Android app mangling accented characters then work from the assumption that this is a bug in that app. Or more likely, that it got bad info from somewhere else. Your attempt to correct the encoding would then cause more problems because your version of the card will never match the original.
You convert from 1252 to utf-8 with Encoding.GetEncoding(1252).GetString(), passing in a byte[]. Do not ever try to write code that reads a string and whacks it into a byte[] so you can use the conversion method, that just makes the encoding problems a lot worse. In other words, you'd need to read the file with FileStream, not StreamReader. But again, avoid fixing other people's problems.

will help you By the time you're dealing with a string in JavaScript, you're dealing with UTF-16. It's up to the browser to ensure that any data it passes to the JavaScript layer has been transformed correctly.
In this case, because you're using $.get, that means that the ajax layer has to know what it's dealing with. You'll need to ensure that your server is returning the correct charset information in the HTTP response containing the CSV file, so the browser knows what format the character data is in. Once you're doing that, the browser should do any necessary transformation from the original to UTF-16 for JavaScript.

it should still fix some issue Go only has UTF-8 strings. You can convert something to a UTF8 string using the conversion described here from a byte[]:

To fix this issue You can be explicit with the java.nio.charset.Charset class (windows-1252 is the proper name for ANSI):
