like below fixes the issue Don't use data binding since you are not familiar with WPF, use code to set the value of IsBusy.
code :
<xctk:BusyIndicator x:Name="busyIndicator" /> //remove IsBusy="{Binding IsBusy}"
public partial class MyForm : Form
    UserControl1 uc; //this is the "instance".
    public MyForm ()
        uc = new UserControl1();
        uc.SetIndicator(true); //start the busy indicator
        this.elementHost1.Child = uc;
uc.SetIndicator(false); //stop the busy indicator

I hope this helps . Have you seen the ProgressBar control? You can use the ProgressBar control to show that your application is busy doing something. It is recommended that you use PerformanceProgressBar by Jeff Wilcox (Remember to read his follow up post too, it is important to consider IsIndeterminate and its value).
If you wanted to create a splash screen with a progress bar in it, check out this example. Alex also shows how to customize the progress dialog in this post.

Once installed add a reference to the System.Windows.Controls.Toolkit dll.
code :

code :
public class WaitCursor: IDisposable
    private Cursor _previousCursor;

    public WaitCursor()
        _previousCursor = Mouse.OverrideCursor;
        Mouse.OverrideCursor = Cursors.Wait;

    public void Dispose()
        Mouse.OverrideCursor = _previousCursor;
// Some code for which you do not want wait cursor
// ...

using(new WaitCursor())
    dataGrid1.ItemsSource = source;

I think the issue was by ths following , The HTTPService request send() returns when the request is sent, not when the response is received. So you are showing the busy indicator only for a short period of time (and actually not at all, since the rendering is done in the next display cycle...)
What you need to do is to make the indicator visible in the send function as you're doing, but hide the indicator on the result handler. (You should do this for the error handler as well, otherwise the indicator will still be visible if there was an error in the request)
