this one helps. I am developing an app in Windows phone 8. Can I determine through some App data if its a fresh install or an updated app on that device?
code :
string currentAppVer = string.Empty;
var xmlReaderSettings = new XmlReaderSettings { XmlResolver = new XmlXapResolver() };
using (var xmlReader = XmlReader.Create("WMAppManifest.xml", xmlReaderSettings))
     currentAppVer = xmlReader.GetAttribute("Version").Replace(".", "");

     if ((Convert.ToInt32(currentAppVer)) < (Convert.ToInt32(response.appVersion)))
          MarketplaceDetailTask marketplaceDetailTask = new MarketplaceDetailTask();
          marketplaceDetailTask.ContentIdentifier = App.appContentIdentifier;
          marketplaceDetailTask.ContentType = MarketplaceContentType.Applications;
catch (Exception ex)
{ }

Any of those help SQLite
If your data is in an SQLite database, you can implement code in SQLiteOpenHelper.onUpgrade().
code :
PackageInfo pInfo = getPackageManager().getPackageInfo(getPackageName(), 0);
// Use SharedPreferences to store something like "LAST_VERSION_RUN" = pInfo.versionName
PackageInfo pInfo = getPackageManager().getPackageInfo(getPackageName(), 0);
if (pInfo.versionName.equals("1.0.3") && /* some SharedPreference value */ == false) {
    // upgrade
    // set SharedPreference value to true

Hope this helps This .ini file stores customizations that you've set for that particular folder, such as icon size, layout, etc.
If you haven't set any customizations these should just be the default settings. You can delete them if you want, but they'll probably just come back. They also should only show up if you have the 'show hidden files and folders' option selected under 'folder options.' That's because Microsoft doesn't think you need to worry about it, which in terms of this particular file is probably true. The files sizes are negligible and deleting them will only reset any customizations you may have set.

around this issue Try forcing the app to run using .Net 4.0 by editing the Runtime Element in the App.Config (or exe.config):
code :
    <supportedRuntime version="<version>"/>
