I wish this help you Here's maybe a start, not sure how it will work with non-Latin characters.
code :
foo <- data.frame(value=rnorm(3),
                  address=c("blah blah province1", "blah blah province2", "province3"),
                  stringsAsFactors=FALSE)

words <- strsplit(foo$address, " ")
words <- do.call(rbind, words)
foo$province <- words[, 3]

head(foo)
       value             address  province
1 0.01129269 blah blah province1 province1
2 0.99160104 blah blah province2 province2
3 1.59396745           province3 province3
foo <- data.frame(value=rnorm(3),
                  address=c("seoul ward1 street", "seoul ward2 street", "not-seoul ward-something     street"),
                  stringsAsFactors=FALSE)

foo$city <- sapply(foo$address, function(x) strsplit(x, split=" ")[[1]][1])
foo$ward <- sapply(foo$address, function(x) strsplit(x, split=" ")[[1]][2])
foo$group <- with(foo, ifelse(city=="seoul", ward, city))
foo

       value                         address      city           ward     group
1  1.0071995              seoul ward1 street     seoul          ward1     ward1
2  0.7192918              seoul ward2 street     seoul          ward2     ward2
3 -0.6047117 not-seoul ward-something street not-seoul ward-something not-seoul

around this issue Couple of things to note in your code:
you seem to disregard month and day when a user was born
code :
50.years.ago.strftime("%Y").to_i
50.years.ago.year
require 'date'

def age(dob)
  now = Time.now.utc.to_date
  now.year - dob.year - ((now.month > dob.month || (now.month == dob.month && now.day >= dob.day)) ? 0 : 1)
end
INF = 1/0.0 # convenient infinity
age_groups = {
  (0..18) => 'Under 18',
  (19..24) => '19-24',
  (25..35) => '25-35',
  (36..50) => '36-50',
  (51..69) => '51-69',
  (70..INF) => '70+'
}
users_dobs = [Date.new(1978,4,16), Date.new(2001,6,13), Date.new(1980,10,22)]
p users_dobs.each_with_object({}) {|dob, result|
  age_group = age_groups.keys.find{|ag| ag === age(dob)}
  result[age_group] ||= 0
  result[age_group] += 1
}
#=>{25..35=>2, 0..18=>1}
p users_dobs.group_by{|dob|
  age_groups.keys.find{|ag| ag === age(dob)}
}.map{|k,v| [age_groups[k], v.count]}
#=>[["25-35", 2], ["Under 18", 1]]

help you fix your problem I can answer the Google Analytics part of the question. Based on the current version of Google Analytics Real Time Reporting API, none of the demographic dimensions are exposed, as part of the available dimensions.
If you look at the Google Analytics documentation about the cookies used, you can notice, that for Google Analytics' Display Advertiser features, such as Demographics and Interest Reporting, a

I wish this help you The Census Bureau American FactFinder is a free source of comprehensive and detailed data. Unfortunately, it’s not particularly easy to use in its raw format.
We’ve pulled, cleaned, consolidated, and reformatted the Census Bureau data. The details of this process and how to use the data files can be found on our team blog.
