around this issue Allocate the Scanner at the start of your code, not each time through the loop:

I wish this help you Both are same , if you have class names conflict ion you can use class with package name.

it helps some times If your input is 013601267< enter>, in.nextInt() will take 013601267 as a single int because there are no space between digits. So you should call in.nextInt() one time and parse it into digits as you wanted.
Consider your input number begins with 0, you'd better use in.nextLine() to get it as a String instead of int, or the 0 at first position will be ignored.

while(in.hasNextLine) {
    String line = in.nextLine();
    int c1 = Integer.valueOf(line.substring(0,1));
    int c2 = Integer.valueOf(line.substring(1,2));

I hope this helps . The exception is thrown by a Scanner object in the execution of next and thus it seems to me that text has exhausted its input source.
You should control that you have more elements at text before asking it for more integers as you tried but not at the outer loop as you do but at the deepest level.

around this issue you should create Scanner s = new Scanner(System.in); either as instance variable or class variable. and you can use it wherever you want in that class. write one close() method that will close scanner stream before exiting the application.
don't create scanner object every time when method is called and close. rather create once and close stream once.
