around this issue What version of chef are you using? I wonder if you are experiencing CHEF-4010 which is a problem registering a new user. (The "-i" parameter to knife command).
As a work-around for Chef Server 11 I can suggest using the pre-configured "admin" user on your chef server. See:

I wish did fix the issue. I seem to be hassling when it comes to chef terminologies. Most of the tutorials assume users are already familiar with the terminologies. Following one of them I got both chef-client and chefdk. All I wanted to do was to be able to setup the work station and bootstrap a node one.
code :
WARNING: No knife configuration file found
server1.domain.com chef_server_url "https://localhost:443"
Chef workstation is unable to find knife.rb unless in "chef-repo"

Does that help If you want to have a "global per-user" config, either set the KNIFE_HOME environment variable to your .chef directory or copy/symlink your knife.rb to /home/ec2-user/.chef/knife.rb

like below fixes the issue The knife bootstrap command overwrites the whole client.rb config every time you run it. You would either have to make a new bootstrap template including that snippet (if you're planning to do this one a large number of machines) or let it fail, edit the config, and then run sudo chef-client on the machine to let it register.
