wish help you to fix your issue The available exposure compensation range is reported by CameraCharacteristics.CONTROL_AE_COMPENSATION_RANGE and CameraCharacteristics.CONTROL_AE_COMPENSATION_STEP.
SENSOR_INFO_EXPOSURE_TIME_RANGE is for manual exposure control, not for exposure compensation while using auto-exposure.

help you fix your problem CONTROL_AE_EXPOSURE_COMPENSATION isn't broken in Android 5.1 in general, it was disabled on the Nexus 6 only (and will be re-enabled in a future update).
If you're disabling auto-exposure, you probably also need to set the exposure time, in addition to the sensitivity. You also preferably need to set the frame duration, though the defaults for both are probably 1/30s, which is reasonable. You can also copy the latest values for those from the most-recent capture result that did you auto-exposure.

this will help So I discovered that the max sensitivity returned by the camera characteristics call is not a hard limit. You can set the CaptureRequest.SENSOR_SENSITIVITY to values much higher than the supposed limits, at least with the phones I am testing with. I hope this is not a bug that gets fixed 'cause I am relying on it.

I wish this helpful for you 60fps recording on Pixel can be done in normal capture settings - take a look at CONTROL_AE_AVAILABLE_TARGET_FPS_RANGES, and just create a normal capture session. You will have to be careful and not set up too high of a resolution as your outputs, since 60fps can't be done at above 1080p, if I remember correctly.
You can confirm that via the StreamConfigurationMap for the sizes/formats that you're aiming to use.

it helps some times Are you sending only a single capture request? Or are you running a repeating request in the background, and then only issuing a high-resolution capture on button press?
The former won't really work - you have to have a flow of requests to have the autoexposure, focus, and white balance algorithms converge to good values. A single capture won't be properly metered or focused.
