it should still fix some issue Sorry about the necro, but I think this is trying to use the Raspberry Pi HW H264 encoder at a higher resolution than it is capable of. It can manage just over 1080p30, and has a maximum line length of 2048 pixels, so your source images are too large.
You could try MJPEG which does not have the same limitation.

this will help Have you considered just creating an access report to template the look of the desired JPEG, then using a print-to-image printer driver to create the jpeg? You should be able to automate printing the report fairly easily from Access.
The advantage of this approach is that you get to use the graphical layout GUI features of Access which are pretty good.

To fix this issue We finally found a solution to this. My gstreamer pipeline was mostly right but two problems combined to stop it working:
raspivid doesn't add timestamps to the h264 frames it produces recent versions of gstreamer have a bug which stop it handling untimestamped frames

I think the issue was by ths following , Just found the solution:
I forgot to increase the memory of the gpu, so my 720p video decoding didn't have enough memory to run. The easy fix is just to add

Any of those help There's a flaw in your logic, I think - by adding each image to the movie, you would necessarily be adding a full-frame, rather than only a diff frame. This will result in higher quality, sure - but it will also not save you anything in terms of space as compared to saving the entire image. The space savings you see in adding things to movies is all about that diff, rather than storing a full frame.
Doing a partial diff with check-frames at increments might work, but I'm not sure what format you're targeting, nor what codexes would be needed in order to arbitrarily tack on either a diff frame or a full frame, depending on some external condition - encoding usually takes place as a series of operations rather than singly.

like below fixes the issue I had the same problem, using the gstreamer packages from http://vontaene.de/raspbian-updates/. An upgrade to gstreamer through apt-get to version 1.0.9-1 resolved it for me.
