Any of those help This method allows you to specify whether to terminate the core thread if there is no incoming task within the thread keep alive time. This is related to other configuration like, setCorePoolSize(), setKeepAliveTime(..)
When you are creating a thread pool and idle threads exist in the pool even though there is no task is running. It is costly to keep these thread alive. If you want get rid of these when you have no task to execute, this method is useful. You need to pass true value then they will be die after the keep alive time.

To fix this issue Instead of using a ThreadPoolExecutor to protect shared resources, why not use a java.util.concurrent.Semaphore? The sub tasks you create would run to completion in their own threads, but only after having acquired a permit from the semaphore, and of course releasing the permit when done.

Any of those help Cheers, well done!
I added Jsoup.jar to the libs folder and removed from Java Build path->libraries;
Is this correct? ThreadPoolExecutor threadPoolExecutor = (ThreadPoolExecutor) Executors.newFixedThreadPool(numThreads);

help you fix your problem Although I would normally agree with @Evgeniy for the reasons he has stated, it is actually OK in this specific case because the Javadoc for ThreadPoolExecutor specifically recommends using the factory methods for creating an instance.
I would consider this as a contractual obligation that these methods will return the expected ThreadPoolExecutor. I would not rely on looking at the source code, as that can change over time, but the explicit recommendation in the javadoc should be reliable.

wish of those help Every thread has an associated stack which requires some amount of memory (configurable). If your threads are in the waiting state (and even if they aren't), they are reserving that memory. It can't be used by the rest of your application. Therefore, it might make sense to stop those threads (with setAllowCoreThreadTimeout()), release the memory they had reserved, and let the ThreadPoolExecutor recreate them as needed.
With ThreadPoolExecutor, what is the difference between allowCoreThreadTimeOut and zero core threads?

this one helps. You can read the motivation here.
code :
LinkedBlockingQueue<Runnable> q = new LinkedBlockingQueue<Runnable>();
ThreadPoolExecutor executor = new ThreadPoolExecutor(
        0, // core threads
        10, // max threads
        2, TimeUnit.MILLISECONDS,
        q
);

for (int i = 0; i < 10; i++) {
    final int j = i;
    executor.execute(() ->
        {
           try {
                   Thread.sleep(1000);
               } catch (InterruptedException e) {
                   e.printStackTrace();
               }
           System.out.println(
               "TaskNo:" + j + ":" + Thread.currentThread().getName()
           );
         });
}

executor.shutdown();
