I hope this helps . In general SMTP responses with 4.X.X code require a sender (i.e. your service) to retry mail delivery after a while. They are typicaly issued when mail server is overloaded or has connection problems, so it makes sense to retry mailsending later when (hopefully) problem is gone.
SMTP Error 4.3.2 is an SMTP status response specific to Microsoft Exchange Server. It indicates that the recipient’s mail queue on their Exchange Server has been stopped (frozen).

To fix the issue you can do As far as I know, Yahoo doesn't allow 3rd party mail clients to operate their accounts. That's why you need webmail extensions with Thunderbird for example. Yahoo offers their Yahoo Mail Plus for these kind of services. Can you try your application with another mail account in Gmail? There it should work fine.
I have this code configured for an outlook account for sending emails. I have it working two years now without any modifications. It should work out of the box (just changing the account names):

around this issue I'm trying out very simple tutorial on how to send e-mail via .NET and C#. However when I try to execute the code I got the following exception: , Here is a working example (with Gmail) I wrote years ago for testing.

With these it helps Okay so here is the catch: My instances are hosted in AWS and Amazon Elastic Compute Cloud (Amazon EC2) throttles email traffic over port 25 by default.
To avoid timeouts when sending email through the SMTP endpoint from EC2, use a different port (587 or 2587). OR else we need to fill out a Request to Amazon to Remove Email Sending Limitations to remove the throttle.

I hope this helps you . You may need to add your outgoing IP address of your IIS server to your firewall. Go to http://whatismyipaddress.com/ if you're able to, this will tell you your outbound address. You may need to look at your antivirus configuration - if you're using McAffee this may help: http://digital.ni.com/public.nsf/allkb/76D1CFA7F3C047D08625719B006861B5 instead of specifying "host" in your code as the SMTP server hostname, you could try specifying the IP address of your SMTP server also once you can telnet to the SMTP server, make sure there's no anti-spam getting in the way that is stopping your application from finally connecting to the actual SMTP server
