I hope this helps . If you were using trust authentication (which you should only use for development, if then) you would not be prompted for a password by psql.
I'd say you didn't properly restart the server. Maybe use restart instead of start?

I wish did fix the issue. After making changes to the pg_hba.conf or postgresql.conf files, the cluster needs to be reloaded to pick up the changes.
From the command line: pg_ctl reload

hope this fix your issue localhost as a host refers to a TCP connection, which means the auth method is md5 (password required) per your pg_hba.conf:

# IPv4 local connections:
host    all             all             127.0.0.1/32            md5
# IPv6 local connections:
host    all             all             ::1/128                 md5

I wish this help you Per the documentation, you should use a .pgpass file, or if you must, the PGPASSWORD environment variable.
-w tells psql "never prompt for a password".

To fix the issue you can do In the batch script declared system variable $PGPASSWORD with the password string instead of using pgpass.conf file.
